I purchased a Mobal World Phone for $49.00. It works in 150 countries, gives me a permanent international number of my own, and useage is charged to my credit card; there are no other charges.  The phone has traveled with me to many countries since I bought it, and otherwise sits on a shelf at home waiting for the next trip.
